Do i have rights to see my nieces & nephew?

No, you have no rights of contact. The only exception might be if you had actually had a hand in their upbringing and you were therefore an important part of their life (more so, that is, than most uncles). Presumably the court reckoned that 2 hours a fortnight was reasonable in the circumstances, but as they get older, he will probably be able to improve on that. The big danger here is that the children might be adopted as battered babies and taken right out of your lives. This is happening in far too many cases now and if they are adopted, that is the end of contact with their blood relatives.
